I am using Allegro Part Designer to create library parts. I am not able to see footprint in Part Designer. When I click on the footprint for a preview, I get a message at the bottom that says "Footprint c:\path\xyz.psm not loaded by PCB EDITOR footprintviewer module [may require uprev]". What does this mean? How can I resolve this to have preview of the footprint

You don't state which version you are using but you probably need to the the "QuickView Update" over the existing footprints, the latest ISR for the respective version may also help.
Start>Programs><Cadence_Program_Group>>PCB Editor Utilities>QuickView Update, you can process multiple symbols in the directory by selecting one symbol with the browse button and manually edit the file name in the text box to "<path>\*.dra"
You could also try a DB Doctor, in the same program group, that will chaeck and convert the data to the current format.
There might be a chance that the symbol data is not being found with the design directory settings, I would have expected a "not found" rather than a "needs uprev" message in that case.

I am using 'SPB16.0' version of Allegro. I followed your instructions about using a QuickView Update utility, but no change. I still get the same message, saying Footprint not loaded (may require uprev).

May not be exactly same problem but i had similar graphic problems in Pad Designer and was instructed to install latest service release (ISR) from April for v16.0. once installed graphic displays perfectly.
