I layout a board for RF design, all signals should be routed in internal layers.
TOP ------> GND (plane)
Internal 1--> Signal 1 (signal layer)
Internal2---> Signal 2 (signal layer)
BOT -------> PWR (plane)

I click No, the another popup window (OrCAD PCB Desinger) said that "SPECTRA quit unexpectedly with exit code of -1073741819. Please verify that you are running SPECTRA version V9.0 or later.
Can anybody help me?
Outer layers cannot be plane layers as defined in the cross section. If you don't want to allow routing on those layers you can unselect them in the do file or by typing the command(s) in the Allegro PCB Router command line area.unselect layer TOPunselect layer BOTTOM
