Okay, since I am not getting answer to my previous question on unconnected cells, I am going to generalise the problem to see if I can get help :)
How does the STA tool with Encounter calculate delays? Say, if I am using standard cells, and the delays of one such cell (say, INVX1) have been published (like here: http://avatar.ecen.okstate.edu/projects/scells/ami05/indexframe.html, refer "INVX1"), does the timing engine just read this "table", and calculate the delays?
If this is the case, then, I would believe that Static Timing Analysis will not be able to tell me if any neighboring cells, from an independent circuit (coupling caps) will have an impact. I am using the OSU Standard Library Cells.
Can someone tell me, in layman terms, how does the software go about estimating delays?

I think that you are unlikely to get an answer on Encounter and Static Timing Analysis from a Custom IC Design forum. Unless I am completely mistaken these are a Digital tool and a digital analysis. Try posting the question to a more appropriate forum, perhaps Digital Implementation or maybe even Logic Design
