IC615 does have an OASIS interface (currently command line), which is currently under beta. If you run "oasisin -h" you'll see it says:
XOASIS In and XOASIS Out command line translators are only available to beta customers. For more information, contact the Cadence Sales Representative
So if you want to try it out, you should do exactly that...
If you want to view it only, the alternative is to get the QuickView tool as you've suggested.
if you're just looking for an OASIS-viewer, have a look at "KLayout"at www.klayout.de
It's the GDS2-viewer i've been waiting for for several years, very handy,memory efficient and best usability i've ever seen.
KLayout is licensed under the GPL, binaries are available for Windows 32and 64, Linux requires to compile it yourselves;
It can read and write GDS2, OASIS, CIF, subset of DXF.
