I am facing this error while designing a PROM circuit in Orcad Capture.
How can i avoid this error??I tried copying the PROM lib file into the pspice library folder.
Am i missing anything here?
I gues you are talking about PSpice and Capture, since Capture itself has no use for LIB files.
You need to add the LIB file to the simulation profile, PSpice>Edit Simulation Profile, Configuration files tab, "Library", use the upper Browse button to select the LIB file and "Add to Design" is likely the most useful option.

I tried what you have suggested me, but I am unable to find any LIB file in my installed cadence folder. How can I overcome this problem?

You should symbols from symbol libraries (.olb) placed under <INSTALLDIR>/tools/capture/library/PSpice folder for simulation projects. Other symbols libraries (found outside of above mentioned folder) are not meant for simulation, thus you may get the warning you mentioned.
try ROM symbol from breakout.olb and see if that serves the purpose.
