I am still working on the thought process how to customize the other layers like silk/paste/ mask/assembly and fab

Easy, but it will take some time.
Make a series of "starter" boards with differing layers, and the FILM layers set. It's pretty easy. I do something like that because I almost always start from a prior board design. I simple import the new data, and go from there.
You could start with a 4 layer boards, and all the film layers, then go 6 layer, 8 layer, etc. etc. Once you know the differing technologies your company designs to, you can generate more "starter" boards with differing layer stacks.
Can you add your SKILL file to a ZIP file then attach it to this thread. An ongoing problem with the forums is the attachment of SKILL files where it may appear to be attached but when someone tries to download the attachment it is not found. Adding it to a ZIP file and reattaching to the thread normally does the trick.

Using axlDBGetLayerType and axlSubclasses("ETCH")
Using a for loop for "length of axlSubclasses" I create the axlDBCreateFilmRec by turning ON respective layers with axlVisibleLayer
We always face problems with documentation tell me about it :-)
I amjust using the layer name as film name
I was looking at your paper on automating artwork film record it is impressive
I was thinking in the similar lines to implement it purely in skill
This are my thoughts
1. A input form inside allegro to input different part number(assy/fab) and revs
2. Create Film Title block and FAB/Assy title block
another thought was why don't I create a global parameter for Date/part#'s and Update it through interactive forms
