is there a way to merge a L1-to-L2 padstack and a L2-to-L3 padstack with one L1-to-L3 padstack on the layout?
assuming that the L1-to-L2 padstack and the L2-to-L3 padstack are already placed at the same location on the layout.

in addition, is there a way to split a L1-to-L3 padstack into two padstacks, a L1-to-L2 padstack and a L2-to-L3 padstack on the layout?
Yes, you would need to make a Via Structure but you can then use Route - Structures - Replace Via with Via Structure. Depending on how the vias are routed you can also hover - right click - Slide then right click - Split Stack, you reverse this as well by right click - Slide then snap pick the via to the next via to re-create a via stack.
