Comparing CIS database vs excel sheet and list out missing parts

We have a access database with over 4000+ parts. Whenever a new project is started we want to ensure all the libraries are readily available. Currently we manually check part by part in excel sheet vs database. Can I automate process by TCL script where the excel parts will be verified with my database.

    Why you are not configuring your excel database directly as your Capture CIS Database through Excel ODBC Drivers?

    Whatever you add/delete in your Excel database will reflect in CIS Database.

    Let me brief the scenario. 

    There is a librarian who creates parts & updates same in database. He regularly checks for obsolete parts & modifies accordingly. We may not always get an update from librarian as update happens now & then.

    Suppose I am building schematics & I have list of components with specific part numbers. I do not know whether the particular part is in database or I should request for it. Now I am manually checking parts by query approach but this is not feasible solution. So what I am looking for is I will have a excel sheet which will have all parts I want in a design & this file I would compare with database. If any parts not found then I will request for part from librarian.
