I'm using PCB Editor 16.3. My computer is 3.4GHz P4, single core, 2GB RAM, GeForce FX5200 w/512MB, Vista 32bit. I personally think it is a pretty good system for PCB Editor, although it's not state of art. However, it takes several seconds to do just about everything in layout. I use it to run Solidworks 3D CAD program and it has no problem.
Does anyone have solution on this?
Try the latest drivers from nVidia, that might help. Try turning off OpenGL through User Preferences, that might also help but you won't have transparency. The graphics card might be a bit old now, the 8600GTS, also quite old now, is about 24x faster for fill rate, and newer cards will potentially be faster still. 2yrs old is about the recommended age for the graphics card with OpenGL enabled.

I tried the video card driver from OEM (dated 2006) instead of Microsoft's (dated 2009).
