Allegro's Capture hijacked my keyboard and mouse?

I just installed Allegro's Capture (ver 16.1) on my pc and ran into some problem

Often, when Allegro's Capture is started, I can't click on any menu item to bring down the pull-down menu to do anything. When I minimize Allegro's Capture, I can't even use mouse click nor keyboard to start any application from my desktop. When I close Allegro's Capture, everything is back to normal. It is like Allegro's Capture hijacked my keyboard and mouse. Any suggestion? I've tried two installations of Allegro's Capture already

 My PC is onlyt two days old, Dell Vostro 220, 3G ram, 2.9G Core 2 Duo CPU, XP-based, with Avast protection


Allegro's Capture works fine in my colleges' pc, the license server is on a linux pc

    Hi

    I would suggest that you uninstall

    Restart the PC and login as administrator, reinstall and try running Capture before logging of as administrator. This should hopefully setup everything correctly in the registration database which is where I expect that the problem is.

    Also try logging into downloads.cadence.com and download the latest ISR for your 16.1 (actually SPB16.01) software.

    Uninstalled then reinstalled twice, same problem

    When I tried to enter downloads.cadence.com, it bounced back as "

    ACCESS RESTRICTED"
     
    If I start capture as the VERY FIRST application, it seems to work fine. I think it may have some problem with the dual cores
