Import 16.x sub-drawing to 15.x brd

Is this possible? I am getting the error: "too many arguments (at most 4 expected, 5 given)"

    Maybe, but not directly as you have found. A sub-drawing is essentially a bunch of commands to create the required objects, the File>Import>Sub-drawing gets the commands to run. Quite likely there are differences between command formats between the later and earlier versions, hence the message of complaint. You could try exporting a sub-drawing from the earlier version and see if this gets you any clues as to what the issue might be, otherwise, just starting over might be the only way - or get the later version.....

     What specific versions?  I have done 16.2 to 15.7 without issue.

     There were 16.x clipboard changes to add functionality and support new 16.x Allegro capabilities. For example:

    1. regions; 16.x region shapes are now on their own class and part of a region group while 15.x they are just shapes on the brd geo class with properties
    2. clipping clines were enhanced to better preserve properties associated with the cline.
    3. preserve net on via option
    Guessing from your error message, I believe you have ran into issue #2 since the cline creation in 16.x require 5 arguments to support the property enhancement while in 15.x it required 4 args and the properties were added after the cline was created.

    So if you choose the certain changed objects or select the new option, 15.x won't be able to read a 16.x clip file.
