Excellon format and Database units accuracy format relation

Hello All, I want to know if the Database units' accuracy format (under Artwork General Parameters tab) and the Excellon format (under NC Parameters) are related to each other? For instance: For Gerber 6x00/4x00, I have the format as Integer:2 and Decimal:5 and Suppress checked for Leading Zeros and Equal co-ordinates because under Design Parameters->Design tab, I have Mils as the User units with Accuracy 2. Now under NC Parameters, I have a similar format to chose, which by default is 2.3 with Leading Zero suppression and Equal co-ordinates unchecked. So I was wondering if both of these need to match with each other. Please view the attached doc which shows these parameters. FYI, I am using Allegro PCB editor v16.3 Thanks for helping.
