minimizing tracks on one layer, maximizing on the other

I have a Specctra router integrated with Allegro pcb editor, and the task is this: I have a design with two layers, and for design purposes one layer should be maximally populated with tracks (say Bottom layer), but the other layer (say Top layer) should be populated only minimally. Is that possible to achive in some way ( either with specctra or with Allegro pcb router, whatever) ?

     Probably I missunderstood what mcatramb91 told:

    "You will need to play with the different Cost Values to get the desired effect.   This setting is only good for this session of Allegro PCB Router and as far as I know there is no way to set this in Allegro so it passes to the router. "

    The story is this: up until now I used only the automatic routing option by starting menu option Router / PCB Router / Automatic Router. As far as I could understand that option activates SPECCTRA router. I maybe missunderstood but it seems to me (which I do not say is for sure) that starting menu option Router / PCB Router / Route Editor means starting different software router and not SPECCTRA router? Probably they are both owned by the same company now but they appeared to me as different products under the same company hood? I am sorry this is just an impression of mine and not a fact, so if you can correct my assumptions, please do, I should appreciate for sure.

    Now what really interest me: if I start my work in Allegro PCB Design XL as I usually do, then I activate Allegro PCB Router  by using RouterEditor option in menu, than do some work and obtain some tracks; now is it possible to give that tracks layout back into the Allegro PCB Design XL environent where I was from the beginning? Maybe this is rudimentary for you, but sorry I have to ask that.

    The Allegro PCB Router is actually the SPECCTRA Router and they are the same in every way.  Running Route > PCB Router > Route Automatic.. and Route > PCB Router > Route Editor.. executes the same router just one runs the router in batch mode and the other opens up the router GUI.  In both case Allegro PCB Design XL is paused in the background while the router is running.

    If you start Allegro PCB Design XL then go into the Route Editor (Route > PCB Router > Route Editor..) and complete some connections that you want to bring back into Allegro you just need to write out a Session file (.ses) before leaving the Router.  You can either write it out manually using File > Write > Session or just using File > Quit will prompt you to save the Session File or just Quit(No Save) and return to Allegro.  (The Session file name defaults to the same name as the Allegro database with a .ses extension instead of a .brd extension)

    Background

    Cooper and Chyan (CCT) developed the SPECCTRA Router so it can be used with many PCB Design software packages.  In the late 90s, Cadence purchased CCT and developed a cleaner interface in Allegro to the router using Route > PCB Router > Route Automatic.. while still maintaining the separate SPECCTRA GUI in support of interfacing with non-Cadence PCB Design software packages that still use the SPECCTRA Router.
