which property can be used to avoid package keepout top to Placebound Top  DRC

    Try setting the height properties for the PLACE_BOUND_TOP shape (Setup - Areas - Package Height) set the Max height for these at the symbol (footprint) level. In a board you can also set the Height property for the Keepout, set the min height as the top of the keepout and any that are under that height will not report a DRC.
