global component change problem

I am having the following errors. Why is this happening? Have any ideas to solve the problem? I can't select the offline library manually on new component option. Is there an option to give libraries(offline and database) a priority for this task?

    Looks like these components are missing from your reference library. Are you working in EDM environment? And these components are not part of the EDM reflib but referenced locally? If this is the case try switching to Offline mode in Part Information Manager (File > Switch to Offline) and perform global update.

    Yes, I am working in EDM environment. I feel like offline library and database(which is used and updated by the company) library somehow conflict. I tried to change it to offline from part information manager but nothing has changed. From component to change selection, only offline library is available and from new component selection, only database library is available and i don't know why it's like that.
