Indeed, the Fine Marin solver does require VDH. Could you please provide more information on your question related to the VDH:

    • Do you have already the two license files needed for Fine Marine: one with the cdslmd daemon and one with the isiscfdd daemon?
    • Which Fine Marine version are you using?
    • Which is the OS version?
    • What does the Admin Tool provide as a VDH under license management in the Product (de)activation tab?

    • I have got the 2 license for marine. with Fidelity license I can use Marine before the simulation. Until Meshing). Also for the flow solver, I have got the ISISCFD license which has been issued new.
    • using Marine 12.1-4
    • OS is Windows 10
    • The VDH field in the Admin Tool under Product (de)activation is totally empty.

Can you launch the Command prompt as administrator and try to launch the executable that gets the vendor defined hostid through:

    c:\cadence\license_management\isiscfd_hostid.exe

That should print a few lines to the command prompt including the vendor defined hostid on that machine.
If it doesn't, what is the error message that is printed?

If that does provide the vendor defined hostid, could you please try run the Admin Tool as administrator. in that case it should the vendor defined hostid?

Temporarily turn of your anti-virus and firewall to make sure these are not blocking isiscfd_hostid.exe or isiscfdd daemon.

I have found why it is happening. When I install only Marine, it worked without any problem. But as soon as install other software VDH was disappeared. Only Licence_Manager Version 11.17.1.0 shows VDH. Now I installed other software first then I deleted the rest of Licence_Manger except Version 11.17.1.0 which was installed with Fine/Marine. this way the Marine Solver works. This is so far what I have found out.
