I am trying to set up a master capture.ini file that points to the CIS database and various corporate libraries. So far, I have not been able to get it to work. I have added the registry entry MasterSettingsFile to point to it. I have it in a CDS_SITE defined in my environment. None of these have worked. The only way I can read it is to add the /i <path to capture.ini> to the target of my OrCAD icon, but it has to be writable otherwise I get an error, and, for obvious reasons, I need it to read only for multiple users.
With each of the above settings, OrCAD always defaults to the install capture.ini.

Check that you used this key, not an "OrCAD" one:
HKEY_LOCAL_MACHINE\Software\Cadence Design Systems\MasterSettingsFile
16.6 now uses the "cdssetup" like the other Cadence SPB tools, so the CDS_SITE will need to contain cdssetup\OrCAD_Capture\16.6.0 then have the Capture.ini there
Checkout the Capture.ini Manager App on the Capture Marketplace (from the Start Page), this is the recommended way to manage the INI file settings now. AFAIK, the 16.6 version was posted recently.
