The only option you may have is that eaglr footprints sometimes come in filename.bxl format. You can get a free / evaluation copy of Ultra LIbrarian that will read bxl fiormat and export it to OrCAD / Allegrro format. The alternative is to get the part datasheet and create the footprint in OrCAD / Allegro.

Btw is look like too difficult to create a footprint to orcad. (A new footprint is created to orcad layout??? )
Are you using OrCAD Layour or OrCAD PCB Editor ? You can import an old style Protel PCB into OrCAD Layout by File - Import.
