    How to use skill to get a layer,

    like drc rule do:

        HVTP = BORDER and NW

    You can use either dbLayerAnd or leLayerAnd - depending on the context and whether you need to do it for a list of specific shapes, or using all shapes on a layer. See the documentation for these functions (in cdnshelp in IC61X or cdsdoc in IC5141) for more details.
