Creating vias by using skill

 Hello everyone,

I have to create vias, but I dont know which function to use. I have a technology file which contains standard vias, but i am not able to place them on my layout. I have tfID but I am not able get the viaDefID.  I am new to skil, So I hope if someone could help me.
