Where is my Ruler/Copy/Move Windows

When I press the binding keys to copy, move, or even for the ruler.

The usual pop up window does not show !

    In the CIW, Options->User Preferences. Then turn on "Options Displayed When Commands Start". The default is (and always has been) for this to be off.
