Error when creating newlibrary

Unable to create library “Name” dd CreateLib: newly created library not found using normal search rules perhaps “.” Isn’t the first entry ‘in force’ setup.loc file(?)

Every time I try to create a new library under IBM PDK menus  --à library àcreate -à in New Library window I put the name of the new library and attach it to the existing technology file, I get an error message saying:

Unable to create library “Name” dd CreateLib: newly created library not found using normal search rules perhaps “.” Isn’t the first entry ‘in force’ setup.loc file(?)

How do I fix it.

    Hard to tell with your slightly scrambled message above. Where is your "setup.loc" file? (type "cdswhich setup.loc" in the terminal window that you started virtuoso? And what is the contents?

     When I typecdswhichsetup.loc I get a response that says nil

    That's because you typed "cdswhichsetup.loc" (without a space) in the CIW, and not

      cdswhich setup.loc

    in the terminal window that you started virtuoso in (i.e. not the CIW), which is what I suggested you do.
