Is there any option to open the Clone in new layout window, as I can do edit place only

No. Because the clone is implemented as a group (a figGroup) in the same cellView, opening in a new window doesn't make much sense. Note that you can open the same cellView in more than one window - but since you're really editing the same cellView, there's not really any benefit in not seeing the surrounding shapes. For the same reason, the "EIP Surround" display option doesn't work because the surrounding shapes aren't in the same cellView.

It does tell you that it's not supported if you try to do a descend edit:

*WARNING* (LE-103557): The 'Hierarchy - Descend' command does not support editing a group. To edit a
group, use the 'Hierarchy - Edit In Place' command.

    Regards,

    Andrew.
