How to control non-abutment

When two instances cannot abut, how can I control how far apart they are spaced and modify parameters for the non-abutment event? From the documentation, event #4 allows me to do this, but I can't seem to trigger abutment event #4. Is event #4 only preceded by event #3?

    The spacing between two shapes can either be a fixed value or call the abutFunction.

    1. The shape on the either instance has a property vxlInstSpacingDir and vxlInstSpacingRule

    2. If both shapes have the properties, the larger rule is used.

    3. If the moving shape has the property vxlInstSpacingRule set to the string "abutFunction" and the shape
    has an abutFunction property, the abutFunction is called.

    There are several things that control the calling of the abutment function:

    1. The shapes are on the same layer.

    2a. The cellView masters are the same or from the same superMaster OR

    2b.The shapes or masters have the same value for the property abutClass

    3. The shapes have the abutment properties: abutAccessDir and abutFunction
