Trigger pcell evaluation from external program

I use pcell express to get at a cached version of a pcell.

In my external program I can read the properties of this cell.

And I can create a new instance having different parameter values, and I can see my changes reflected in the database.

However I would like to know if there is a way I can trigger externally the evaluation of the pcell and subsequent update of the pcell cache, so that I can query information for the newly created submaster.

Currently I can do this in virtuoso via pcell express manager, or via related skill function.  But I would be much more convenient if I can trigger the eval from outside of virtuoso, i.e. not even require a virtuoso session on the background.  As a work around I can have my external program communicate with a virtuoso session and force an update and the cache to be updated.  But it would be much nicer if there are some existing methods for third party tools to trigger the evaluation and the updating of the cache, without having to run a full virtuoso session.

A separate question (related to the work around above) is whether there are ways of communicating with a running virtuoso session from an external program.  For example, it would be nice to trigger the execution of skill code from an external program.

    Some SKILL functionality is available in a cut-down executable, dbAccess, but the functions related to Express PCells need virtuoso. Virtuoso can of course be run without the graphics, and  you can start a process using ipcSkillProcess which allows the child process to send SKILL functions to its parent.
