How can I change the parameter of a pcell instance?

To be specific I want to toggle the "Display Instance Name"  option to "no". Should I use CDF callbacks?

No idea - it rather depends on what the component does (I'm assuming this is a parameter of a specific device - the first thing to check is the CDF for that component, find that parameter, and see if there actually is a CDF callback associated with that parameter). If not, then you can just set it directly.
