Hi,

Is there a way to run the functionality "Group as Parametric Set" using SKILL?

No, unfortunately not. There's an enhancement change request, CCR 1259423, with several duplicates asking for this. You should contact customer support and create a support case asking for a duplicate to be filed on your behalf to increase the likelihood of this being done.
