    Why not just use the built-in Options→Dynamic Display? You can turn on Info Balloons and control what appears in the info balloon (including area). You can also turn on measurement display which will show similar information when an object is being created or stretched.

    You could just use Tools→Create Measurement (often on the K bindkey) and then press F3 and turn on dynamic measurement. You can still set the snap target on the form, and also you can do Edge Measurement too. It doesn't behave the same as the video, but I think it's pretty useful.

    I don't know what the menu in the video is actually doing, but my guess is that it's using leRegUserObjectSelectionFilter to register a function that gets called over each potential (or actual) selection, and then using hi light sets (with geCreateHilightSet) to create the halos, and then leCreateMeasurement to create the rulers (maybe creating them temporarily and deleting them).
