Automatically force user out of a license which he has checked out

Hello everyone,

Is it possible to force a user out from a license which he has checked out via skill? I have the following scenario:

User-1 is running a long spectre simulation which is holding all license tokens. This simulation is expected to finish in some days.

User-2 however wants to run a quick DC simulation and needs a license only for a short period of time.

Can User-2 force kick out User-1 from using the license tokens, then check out a token temporarily to run his quick simulation, then check-in the license back so User-1 can automatically check out all tokens again and continue the long running simulation? We assume that User-1 has started spectre with a long  +lqtimeout parameter and as soon as an available license appears it would be grabbed back again.

Does anyone have an idea how this can be set up? Could you guide me to the relevant resources? We are a team of 4-5 people who need this functionality.
