This (presumably) is the create instance or edit properties form for a device in a PDK. Which device is it, and from which PDK? Which IC sub-version are you using? I'm a bit surprised that the CDF for the device would be dependent upon a particular tier of the layout tool, but I guess it's possible. Either way, it would be an issue with the PDK and you should contact the foundry...

    PDK: 22nm TSMC

    nch_25od33_mac

2.5V over drive 3.3V nominal VT NMOS transistor

But it seems this happens in all devices.

After restart of the session the dropdown will fix and selection shown but after sometime, it will comeback. it is annoying and feels frustration.

That's odd (I can't reproduce this). Is it affecting any of the other cyclic fields? It looks like some kind of form corruption rather than the choices getting messed up. What are you using for your display - are you running directly on Linux, or using VNC, Exceed Turbo X, NoMachine NX or something like that?

I suggest you contact customer support (submit a support case after logging in).

The problem that caused the error was identified, because of using lower resolution (1920x1030) on my display setting in exceed turbo x.

need to use higher resolution like in the image to resolve the issue.
