Why is the t_direction parameter in the wspCreateWSSPDEF API defined as orthogonal to the routing direction?

I really can't figure it out. My WSP is clearly vertical, but why does the t_direction in wspCreateWSSPDEF need to be orthogonal to the routing direction? What is the actual use case and meaning of wspCreateWSSPDEF?
