Tick Access to Port Conversion Utility

This is a utility created by Mike Pedneau @ TI. I have used it a couple of times.
I found it to be a handy utility to get a jump-start for conversion to ports for an existing environment.

It reads in a user environment and attempts to replace all computed name signal access to ports for improving run time performance of the verification environment.
