fiducial holes creation

hi to all ,how to create fiducial symbols in allegro,i am new to allegro and i got stuck in fiducial symbol creation.is fiducial symbols are created using mechanical symbol option?or not.if it is right then how to give copper pad and clearance to the circles.

This is no provision to create fiducial symbols using Ravel language.
