OrCAD X 25.1 installer error -2032: License request is still in queue

Hello,

I am installing OrCAD X 25.1 (OrCAD X Professional Plus, Free Student
license, POX300) on Windows. The installer fails at the last step,
"Installing: Downloading license", with this message:

"License file could not be downloaded. License request is still in queue.
Retry again in 120 seconds. (-2032)"

Setup then ends with: "Setup is completed but the license file could not
be downloaded. Run the installer again."

Details:
- In the Entitlement Management System the license status is "Activated"
(2026-07-23 to 2027-01-19).
- This is the only computer I use for this license.
- I have retried many times over several hours and re-ran the installer
with "Update License", with the same result.

Could someone from Cadence check why my license request is stuck in the
queue? Thank you.
