How to change the design outline width & height

It seems like there is option to edit the design outline once you place components. I was able to edit the outline prior to component placement but now I can't. The properties window shows no option to edit it. PFA of image of same

    From the screenshot it looks like you are in add connect command. Without enabling any command, if you just click on the Design Outline, the outline shape is highlighted and if youright mouse click there you have an option to edit boundary. Vertices also gets highlighted to edit.

    Is it possible to ADD a vertice to an existing outline?
