About the calculation of resistance and capacitance in a wire.

I have a question that I want to create an wire in layout part in cadence, after DRC check, we can get the resistance and capacitance value. But I can not do that because it is not showing the rules file what I needed (ts18scl.prim). Can anyone help to sort over it. And with the help of the resistance and capacitance of the wire, I will get the ratio of wire and the res and cap. With the help of this I can calculate resistance and capacitance of every wire in my Circuit. So please revert me if have a solution for this.
