Do we need any license for the ultra librarian and Samacsys to use within OrCAD tool

I am using OrCAD Capture 17.4 with the latest hotfix.

Not 'a license', but you'll need to register with them both in order to download stuff from their site. Easy to do, and required.

Another great site I've used a lot - SnapEDA.com  They're not integrated into the tool like the others, but they offer symbols, footprints, and STEP files. Good site.

Any limitations on download quantity...like 50 parts only per user? I am not able to see most of the parts when I search through ultra librarian via Capture tool but those are available on ultralibraian website.

Am I missing some settings or user limited with parts search/ download option? Please let me know asap as it is a bit urgent.
