ERROR(ORCAP-1530): cannot create directory

why am I seeing this? why is the help file void of anything referencing this?

I have tried to link two files I have received from a contractor using design sync, this is the error I receive. I assume it is related to netlists, although I have just created new netlists with the new directory

    Probably the directory doesn't have the write permissions. Provide the path to some other location may be a D/E drive.

    no the directory doesn't exist, I moved the files to a new location
