Installing Cadence 17.4 fails to install Capture 17.4 CIS.

I have reinstalled 17.4 three times and the Capture 17.4 CIS executable is missing each time. All the other programs are there and have there executables.

Some history:

I applied Hotfix_SPB17.40.033 and capture CIS no longer functioned properly. The application would open and then freeze when loading a .dsn file. I decided to reinstall the base SPB because it was working prior to the hotfix. Now the application never installs. 

I am running on a windows 10 computer.

    As per my understanding, correct way can be to remove the existing software first and then reinstall base and then HF.

    Go to windows Control panel and then uninstall the SPB17.4 from there itself. Once it is done, go to installation location and delete the installation folder C:\cadence\SPB_17.4.

    Now install the base . Invoke the tool, make a small design with one or two components and save. Close capture. If it goes fine and then now install hotfix and check whether it is running fine for you or not?
