OrCAD Capture DRC fails to find unconnected pin even though "Check Unconnected Pins" is selected in DRC rules setup

There is a capacitor pin in my schematic that is not connected to anything nor does it have the "No Connect" X on it (C706 in the picture). When I run DRC with the rules below, which include "Check Unconnected Pins", the DRC does not find this unconnected capacitor pin. How do I make the DRC find these unconnected pins correctly? I happened to find this one manually before sending to layout. I ensured there were no exceptions and that DRC was running on the entire design.

Try renaming capture.ini & try generating DRC
