OrCAD CIS 17.4 is rewritten on open

I'm having trouble getting my CIS to look in the correct libraries for the symbols for the parts in our database. Everytime the program opens the CAPTURE.INI file is being re-written and my changes are either removed or modified somehow.  I tried making the file read only and this only caused the program to look in different locations and lose it's mind.  Any suggestions on why this is happening, how to stop it, and why CIS is not able to look in the directories I've given it in my INI file?

This is the section of the INI that keeps being changed. I tried changing the file in both locations it's found in, to no success in either case. It was functioning for a moment on Friday but hasn't come back since.

    I believe your organization added a "Capture INI manager" to be launched from your Capture.ini script.

    This makes deploying config changes easy. 

    Each time you launch, this Tcl script will read a shared file and replace the config blocks contained in that master INI file.
