From the error mentioned above looks like the localhost name is not defined in the environment variables. (Below image for reference)

First go to license manager and re-browse the license file, once that is done, go to Start >> Edit the system environment variables >> Select "Environment Variables" >> in the Value of CDS_LIC_FILE provide the 5280@(Server PC name or local hostname), (If the license is in the server PC, then provide the server PC name or else provide the local host name), the make sure both the CDS_LIC_FILE, CDS_LIC_ONLY and HOME variables available in both user and system variables. (if server based license CDS_LIC_FILE, CDS_LIC_ONLY variables should be there in the both the server PC environment variables and client PC environment variables). Also make sure HOME variables is available in both user and system variables in the client or user PC. If you are still facing the issue then contact the local channel partners of Cadence.

For reference below is the example for the environment variables. The value of CDS_LIC_FILE should be either the server PC name if the license is server based or user PC host name if the license is at the user.

Also check the same in the registry editor as shown below in both server and user PC.
