OrCAD X 24.1 HF005 cannot use symbol editor after using localized language

Have you encountered an error when opening the symbol editor after OrCAD is set to a localized language (Chinese) ?

    This issue persists until OrCAD X 25.1 HF010. and this issue has only been found to occur in Chinese language environments,

    Can you please help submit a CCR to thoroughly resolve this issue?
