Connection to Constraint Manager

Does anyone know a way to detect if Allegro/APD is connected to Constraint Manager? I need to disable the connection (or kill Constraint Manager) before some automation is executed to avoid huge delays. Is there any way to do this through SKILL? Any ideas?
