Autosilk utils release 8.23

Thanks to all who contributed ideas for this release.

There are some bug fixes and a few new features - such as a "Cut line" option and optional grid snapping for moved objects.

This version has only been tested in 16.2 and 16.3 (Beta).

     Thanks Dave for a quick reply and great to know that you are already working on this Silk-Silk. As for the Silk to via - yes I do have a lot of vias (transition vias) that don't have soldermask (clearance). And often times these errors get caught in FAB which already too late to get fixed.

    How did you get the get the code for your small logo (defun( tait_logoThumbnail (handle))

    Did you find some code that could create this from bmp/jpg?

    Hi Ole,

    It's a simple logo so I "traced" it manually. I suppose that I could also have used my logo utility and taken the intermediate output.
