Create layer subclass

I would like to write a program to check for layer subclasses and create a new one if it doesn't already exist. Does anyone have something similar or ideas on how to do this?

layer = <class/subclass>
unless(axlIsLayer(layer)
axlLayerCreateNonConductor(layer)
)
Use axlLayerCreateCrossSection() to add layers to the stackup.
