Propagation & Rel Propagation delay

Hello, I would like to create rule in constraint manager using skill for PROPAGATION_DELAY and RELATIVE_PROPAGATION_DELAY for a given set of pin pairs( using pin names) with separate min- max values. Please advice. The help docs are not elaborate(for the match group i referred page 1274 in algroskill), but did not found any reference for PROPAGATION_DELAY for PIN PAIRS ! . A code snippet would be helpful.

I was able to get this working using below method and I am sharing this with you
axlDBAddProp(PinPairDbid list("PROPAGATION_DELAY" "::0 MIL:1000 MIL"))
