Need to Create Route Keep out Shape for selected Non Plated Pins using Skill

Hello Experts,
                        I am new to skill. I have been studying my theoretical skill for a month, I am editing the processed skill code and let myself known how the skill codes are getting the response from Allegro software(Tool). Still I will have to learn more and more about skill and basics of LISP. Now again I would like to take a task to develop the code skill code for creating  automatic shape for all NPT holes at a time with the preprocessed skill code for highlighting_padstack and decided to go on with that.

1. I have disabled the vias padstack in skill code. so, now the pin class alone will be shown to the user after ran this code.

2. The user can select the pad stack name which have shown on the list and he can see the highlighted locations.         

This is where I would like to start my task, my intention is instead of highlighting pads I would like to read all pad stack drills then create the route keep out shape in route/keep out layer,with the logic 100 mil over-sized shape of the selected drill size (shape need to be placed at the selected NPT location).

Correct me if I am wrong with the logic.
Kindly help me to finish my first task to flourish my Skill desire.
