Cannot Snap Pick to on Pins

Hello, I am trying to create a component footprint, and I'm putting down the individual pins while trying to make sure that they are accurate. I am using the move command and have Point: User Pick selected. I attempt to Right Click -> Snap Pick to however, nothing I select works. The cursor does not snap to where I think it should, and I get the error: "Could not satisfy the snap condition using "mode"

I'm wondering if anyone might know of anything simple that may be causing this. The pins are simple rectangular pins created from the Pad Designer and are single layer with only a Soldermask.

Also, Cadence version is 16.6

    First off, this is not a SKILL, programming, issue. The "Snap pick to" and "User Pick" might not to play together but, in any case, the "Snap Pick To" has to be able to find the "what" you selected for the Snap Pick To operation, it sounds like there is nothing to Snap the Pick to at the location that you are trying to select. To Place a pin accurately use the Command Line "x" alias an specify the X and Y values, or use the "P", picker, button and specify the X value and Y value separated by a space character. The Point is specifying the point that you are going to pick to move the object from, you likely don't want this to be a "user pick" for accurate placement since you could pick "anywhere" on the object to move from, rather than the centre of the object which you are likely to really want. The default origin is much more likely to fit you needs than a User Pick.
