shortcut about alt key

hi:

in PCB editor has a short key ALT+(eg:f), wil pop up the file menu. wether i can define another key eg F key, that has the same function. when i press the F key ,will pop up the File menu?

not command, just a short key. i wan to know whether i can redefine the short key( alt + f) by another key (eg: ctrl + f). and how can i implemented . thanks
